Human Rights Watch – World Report 2003
This report is Human Rights Watch's thirteenth annual review of human rights practices around the globe. It addresses developments in fifty-eight countries, covering the period from November 2001 through November 2002. Most chapters examine significant human rights developments in a particular country; the response of global actors, such as the European Union, Japan, the United States, the United Nations, and various regional and international organizations and institutions; and the freedom of local human rights defenders to conduct their work. This report reflects extensive investigative work undertaken in 2002 by the Human Rights Watch research staff, usually in close partnership with human rights activists in the country in question. It also reflects the work of the Human Rights Watch advocacy team, which monitors the policies of governments and international institutions that have influence to curb human rights abuses. Human Rights Watch publications, issued throughout the year, contain more detailed accounts of many of the issues addressed in the brief summaries collected in this volume.

The International Journal on Minority and Group Rights is devoted to legal, political and social problems stemming from the existence of minorities and groups within society. For the purposes of the Journal, groups are seen as clearly recognizable segments of society, defined by such relatively constant factors, as religion, race, culture or language. Developments in Central and Eastern Europe and the former Soviet Union in the early 1990s suggested the need for a periodical publication dealing with minority and group related issues at the highest scientific level, and this need has been confirmed by subsequent events in all parts of the globe, in particular Africa. The Journal has already made significant contributions to the advancement of knowledge, and aims to become the primary forum for the discussion of the vitally important field of study which it covers.
